With this formula, the first of the cardinal deacons, Cardinal Dominique Mamberti, announces to the world the election of the new Pope and presents his name and the chosen name for the pontificate. The announcement, as explained in number 74 of the Ordo Rituum Conclavis, takes place from the Loggia of the Blessings Hall of the Vatican Basilica, with a Latin formula inspired in part by chapter 2 of the Gospel of Luke, which recounts the words of the Angel announcing to the shepherds the birth of the Messiah.
The formula is very ancient, undoubtedly predating 1484, the year in which it is documented to have been used for the election of Giovanni Battista Cybo, who became Pope Innocent VIII».
