Moscow denies intentionally targeting civilians but has killed thousands of them during the war, claiming that attacks on civilian infrastructure are legitimate if they degrade Ukraine's military capabilities. Meanwhile, Kiev has recently intensified long-range attacks on the Russian energy industry, albeit on a smaller scale.
