Macron has been firm in stating that the war scenario has taken a turn: "Ukraine resists and advances, Russia retreats." This perception is shared by the bloc, indicating that "for the first time, we have reached elements of agreement (...) We have all agreed on the need to support their territorial integrity at a time when the balance of power has shifted: Ukraine advances, Russia retreats."
The support for Ukraine's "territorial integrity" has been unanimous, a point where even Donald Trump has shown firmness, stating that the captured territories "should return to Ukraine." In this sense, the final declaration "acknowledges Ukrainian territorial integrity," and the partners have "committed to increasing that pressure, even by strengthening our sanctions" on Russian oil and gas.
Additionally, a strategic agreement has been announced for several G-7 countries to manufacture long-range missiles under license directly in Kiev. The presence of the Ukrainian president in Évian, described by Macron as the key moment of a summit held "in an extremely difficult context of fragmentation and conflicts," has helped clarify negotiating positions.
While "Zelenski has stated he is ready to start peace negotiations and President Trump has recognized, like all of us, Russia's lack of willingness." The French president has emphasized that "Trump, like all of us, has noted that there is no serious willingness from Russia for peace." Another major pillar of the summit has been the "excellent agreement reached between the United States and Iran," which will allow the complete and toll-free reopening of the Strait of Hormuz.
Trump has described this pact as "a barrier to the construction of a nuclear weapon," although he has clarified that, for now, "this is not a final agreement, it is a memorandum of understanding." For Macron, the final assessment is indisputable: "This G-7 has objectively been a success." The French president has praised "the quality debates and real cooperation among leaders" to closely coordinate "to respond to crises and confront the great challenges of our time." After closing the sessions, the French leader has stated that "there has been an Évian moment," emphasizing that "this Évian summit is a very profound change in approach" that demonstrates a "common will to move forward."
